The Northeast Indiana Solid Waste Management District (District) is a multi-County District made up of DeKalb, LaGrange, Noble, and Steuben counties in the northeast corner of the State of Indiana. The District was formed through inter-local agreement on May 30, 1990, becoming the second District and the first multi-county District in the State. The District is 61% rural and 39% urban in makeup. Consisting of 1,468 square miles and a population density of approximately 100 people per square mile, the District is located in the beautiful rolling hills, lake country of Northeast Indiana. Public law 10-1990 requires all solid waste Districts in the State of Indiana to draft and implement a 20-year solid waste management plan. The Indiana Department of Environmental Management approved the District's solid waste plan on December 28, 1992. The plan implements a policy structure conducive to integrated solid waste management and public/private partnerships. The rural recycling drop-off program has become one of the flagship programs of the District. This unique rural recycling drop-off system puts anyone living in the four county District within five miles of a recycling opportunity. The rural drop-off system lends itself quite well to the small town rural setting, and helps to set the standard for integrated programs and facilities in Northeast Indiana. The program is complimentary to other programs in the solid waste plan and thus is part of an integrated approach. Historically the rural drop-off program has been very cost effective; and serves as a classic example of when to forge a public/private partnership.
