摘要

The U.S. Environmental Protection Agency (EPA) promulgated its New Source Performance Standards (NSPS) for municipal solid waste (MSW) landfills on March 12, 1996. These rules set forth a long timeframe of compliance, with a series of submittals over several years. Ultimately, these rules will require the installation of a comprehensive landfill gas (LFG) collection system at many landfills nationwide. For most sites, collection systems required were due for installation and start-up by December 10, 1998. The initial round of surface emission monitoring was due by March 10, 1999. An initial performance report was due to regulatory agencies by June 8, 1999. Although much has been written about the likely impact of the NSPS regulations in the past years, the true impact is becoming apparent only now, with the first significant block of sites having now reaching the point of full NSPS compliance. Much has been learned over the past years, as field testing, calculations, designs, construction, and now performance verification has been completed. This paper will present the findings seen by SCS Engineers on hundreds of NSPS sites nationwide, now that the full timetable of NSPS compliance has been achieved.
