The purpose of the project was to develop and pilot a model for job demands analysis within six job categories at the Solid Waste Collection Division of the Engineering and Works Department of the City of Regina. The project was initiated as a joint collaboration between Canadian Union of Public Employees (CUPE) Local 21 and City management and was supported by all levels of the administration throughout its planning and completion. Outcome measures including a detailed list of job requirements were gathered. An integrated approach was taken to include biomechanical, ergonomic, physiological, and psychological assessments to identify health-related stresses within each respective job category. The first phase of the program involved 12 male employees, mean age of 41 years selected through voluntary participation, completing a questionnaire on job history, general health, and psychological job demands. Physiological, ergonomic and biomechanical data was obtained utilizing direct observation, videotape analysis, and discipline-specific physiological measurements. Physical job task and workplace data was analyzed and subsequently, contrasted with employee perception data with respect to frequency, intensity, and duration of job tasks. The validation phase of the study involved 13 employees (12 males, 1 female), mean age of 36.8 years, completing job category specific questionnaires. Validation of study findings resulted in close to 100% agreement by employees. Results were used to create a detailed, validated list of physical job requirements in each job category investigated. This information will be used by the municipality (ⅰ) to assist in describing the demands of specific job tasks, (ⅱ) to establish guidelines for health care providers working with injured employees in return to work programming and (ⅲ) to notify of job demands in City of Regina job postings. In addition, recommendations were made in each job category to decrease physical demands where possible and appropriate. Recommendations included employee training, job task redesign, and equipment modification. Psychological demands were also examined in each job category and recommendations for change were made, where appropriate, to improve the work environment, increase productivity and decrease risk of injury. Recommendations implemented will be reanalyzed to evaluate effectiveness in reducing demands and injury risk. The results of this study will be useful to the industry in sharing a comprehensive, validated model that may be used by other municipalities in assessing job demands. In addition, the findings and resultant recommendations may be useful in other municipalities facing similar injury issues in this population. Finally, this investigation will present an exploration and examination of the human factors side of solid waste collection which has been understudied and sometimes overlooked. The results of the investigation will provide examples and tools to assist organizations in investing in their most valuable resource, the human resource.
