The management of solid waste in the Tijuana ― San Diego Border Region is one of the premier environmental challenges facing the area. This issue is compounded by the rapid and atypical growth in Tijuana caused by its proximity to the United States and the influx of relatively high paying jobs in or related to the Maquiladora sector. These patterns have resulted in an abnormally high per capita solid waste generation rate. The weakened state of the solid waste management infrastructure on both sides of the border increases the acuteness of the problem. The Solid Waste Manager for the City of Tijuana has stated that several key areas of the city's collection and processing system are inadequate. The Tijuana River Estuary area, in Southern San Diego County, has, because of its remoteness, become an area where solid waste is routinely illegally disposed. These factors have created a less than optimum situation on either side of the border. Both governments have recognized the problems and are seeking to address them. Cross-border pollution has, in the past, been thought of as the responsibility of the government from where the pollution was generated. This assignment of accountability, however, is now recognized as a simplistic method of dealing which such a challenge. The primary reason for the falsehood of the clear division of responsibility for one's own pollution is the fact that both governments are distinct political entities that will make rational decisions based on their own interests. This paper explores the fallacy of each government acting independently to address the issues of mismanaged solid waste in the region by exploring three related economic theories, the Tragedy of the Commons, non-dominant equilibrium points, and an application of the Prisoner's Dilemma. The paper concludes with a suggestion for cooperatively addressing the issues relating to the management of solid waste in the region.
