The Monterey Regional Waste Management Districtrn(District) solicited proposals from qualified consultingrnfirms to conduct the design of their proposed Module 4rnexpansion at the Monterey Peninsula Landfill located inrnMarina, California. Following award, the selectedrnconsultant prepared design documents, constructionrndrawings, and technical specifications for the Module 4rnexpansion. As part of the project, several designrninnovations were developed which resulted in significantrncost savings to the District.rnThe modifications to the existing design of previous cellsrnthat were conducted for the Module 4 expansionrnincluded the following:rn1. Increasing the internal cut slopes of the excavationrnfrom 3 horizontal to 1 vertical (3:1) to a slope of 2:1rnand utilizing a geosynthetic clay liner in place of arncompacted clay liner.rn2. Increasing the final refuse slopes of the landfill fromrn4:1 to 3:1, which expanded the waste capacity.rn3. Revising the base-grading plan for the module andrnleachate collection and removal system layout,rnwhich maintained airspace while utilizing thernbenefits of the in situ clay layer below the cell.rn4. In-place processing of in situ clays within the basernof the Module as the first lift of clay liner.rn5. Preparing a groundwater removal system to allowrnconstruction and operation of the module below arnperched groundwater zone.rnThe above design modifications resulted in a finalrnsystem that had significantly more capacity and site life.rnAt the same time, the modifications resulted inrnsignificant savings to the District over previous designs.rnThe following paper presents the engineering rationalernbehind the proposed modifications to the Module 4rndesign along with the resulting cost benefits.
