Conventional municipal waste landfills eventually reach their design capacity, are closed, and havernsome type of postclosure end use. End uses can be recreational (parks, ball fields, hiking/biking trails,rnsled hills, golf courses, playgrounds), industrial (storage, parking, green waste processing, compostingrnoperations), commercial (nurseries, runways, light structures, flea markets), agricultural (dry-landrngrowing fields, range land, botanical gardens) or just open space. Whatever the end use, it is importantrnto identify and plan for the end use as early as possible.rnEnd use considerations can affect all aspects of a facility from the original master plan for landfillrndevelopment, through operations, financing, monitoring programs and closure planning and design.rnMost landfill owner/operators do give some thought to end use while preparing their preliminary andrnfinal closure plans. However, the sooner an end use is established, the greater the opportunity of beingrnable to proactively identify the cause-and-effect that each design and operational decision has onrnclosure and postclosure development plans and costs. With forethought and vision to an eventual endrnuse, landfill owners/operators can more effectively develop, operate and close their facility in a mannerrnthat is cost effective while maintaining a compliant facility. Having an established end use will fosterrnmore efficient landfill design and operations.rnHaving an established end use will also serve to reduce the uncertainty associated with closure costrnprojections and may identify the potential for a postclosure revenue stream that was not previouslyrnconsidered. Furthermore, an established end use may prove valuable in gaining local support whenrnpresenting expansions or changes to residents and officials.rnThis presentation will present a process for identifying and establishing a landfill end use as a primaryrnplanning and operational tool. The presentation will explore the considerations and issues associatedrnwith end use planning including:rn1. The benefits of early planningrn2. What questions to ask and whenrn3. Who to involve in end use considerations and whenrn4. Specific planning tasks to undertake and whenrn5. Financial considerationsrn6.
