The 25th annual Telecommunicaitons Policy Research Ocnference (TPRC) provides an opportunity to reflect on the orgins and achievements of TPRC.An objecitve of TPRC has bene to provide not merely a forum for communicaiton policy researchers to exchange deas,but also a channel for policy-relevant research to resch regulators and other government officals,and for the latter to convey hteiri research mneeds to academics.Thereofre,any discussion of the history of TPRC should be placed in the context of evolving government polity.
