Since the mid 1980's current differential protection has been implemented in digital relays, and widely employed as main protection of transmission and distribution networks worldwide. Current differential protection is an ideal complementary main protection technique to distance protection for many reasons, notwithstanding the fact that the former does not need VT inputs in order to function. In many countries the electrical utilities are being forced to seek economies, and one such solution is to lease the protection telecommunications channel. For current differential protection, the performance of this channel is critical to the reliable operation of the scheme. It may be that the channel is merely part of the former utility-owned telecomms network that has now been transferred to the private sector, alternatively leasing a channel from the localational telecomms provider can be an option for newly-constructed lines. The key point to note is that the channel is now not under the direct management and supervision of the power utility. The telecomms provider will often only be contractually obliged to provide a routing from substation to substation, with no guarantees as to the path of data messages within the telecomms network, and thus no guarantees of channel propagation delay times etc. This paper investigates the problems that may be faced when using leased telecomms circuits, and how in the case of synchronous digital hierarchy (SDH or SONET ring) telecomms, GPS synchronised current differential protection in numerical relays can be a powerful means of ensuring reliable protection.
