We present a technique to derive M-QAM signals from QPSK constellation when M = 2~n and n is even number. For odd values of n, a combination of QPSK constellations and BPSK signal can be used to construct M-QAM constellation. By utilizing QPSK (BPSK) Golay sequences, we have constructed M-QAM sequences with low peak to mean evelope power ratios (PMEPR). Several upper bounds for these M-QAM sequences were derived.
