摘要

Pricing of transport in Europe has traditionally had little to do with econonic efficiency. It has generally been closely related instead to the fiscal needs of governments. In many countries it has also frequently been used as part of wider political and social processes. This has gradually changed in recent years, with the appreciation of the role pricing can play in stemming excessive environmental damage associated with transport and as the importance of making economically efficient use of transport infrastructure has become more appreciated. Significant changes in attitude have emerged within European nation states as to the importance of achieving sustainable transport, and the theme is central to the transport strategy being developed within the European Union. This paper looks at some of the changes that have taken place in Europe and sets them in a broader georgraphical context. It takes as axiomatic that 'rational' implies efficient in its broadest sense to embrace the range of social and environmental consideration in addition to more narrow financial criteria.
