The Illinois Department of Transportation (IDOT), in cooperation with Chicago's Metropolitan Planning Organization (the Chicago Area Transportation Study -- CATS), initiated a study to determine ways in which to strengthen/enhance the state's Highway Performance Monitoring System (HPMS). Because Chicago is a nonattainment area, the region's transportation improvement programs must achieve conformity; the conformity determination is greatly influenced by estimates of traffic volumes (Vehicle Miles of Travel -- VMT) and predicted rates of VMT growth.
