The Manual on Uniform Traffic Control Devices (MUTCD) provides basic principles that govern the design and use of traffic control devices in work zones. In addition, the Texas Department of Transportation (TxDOT) has three mobile and 15 short-duration traffic control plans that can be used by TxDOT personnel to decide what types of traffic control devices are needed for these operations. In some cases, these traffic control plans have subtle differences. In addition, since these traffic control plans were not all created at the same time there are some inconsistencies. Due to the subtle differences and inconsistencies among the TxDOT traffic control plans, as well as the need to adapt the information in the MUTCD and TxDOT traffic control plans to specific situations, it is difficult for maintenance personnel (who are not engineers) to make decisions about which traffic control devices are needed on a day-to-day basis for mobile and short duration maintenance operations. In addition, the everyday definitions of mobile and short duration operations used among TxDOT maintenance personnel are not consistent With this in mind, researchers examined the terminology currently used to define mobile and short-duration operations and recommended changes, developed maintenance traffic control plans for select mobile and short-duration operations, and developed guidance for choosing whether protection vehicles are needed based on roadway volume (average daily traffic) and posted speed limit.
