摘要

The Osaka Sectional Committee of the Urban Underground Space Center of Japan has been working to understand the physical potential of underground spaces as areas for temporary accommodations for stranded commuters and identify issues theoretically. In FY2014, based on the results up to that point, we gained an understanding of the activities of private businesses (underground shopping mall business entities), the government and council in Osaka through interviews. We have also visited Kawasaki Azalea, which is a case of advanced utilization of an under-ground shopping mall as a temporary shelter. With the Guidelines for Safe Evacuation of Underground Shopping Malls issued by the Ministry of Land, Infrastructure, Transport and Tourism in April 2014, projects for disaster prevention in underground shopping malls have been initiated and development of general frameworks and promotion of measures are currently in progress nationwide for disaster prevention in underground shopping malls. What we have identified through the interviews and case studies this year are two major movements relating to dis-aster prevention in underground spaces: "evacuate safely" and "admit safely." Having taken these findings into account, activities with the focus on the former are currently in place for the underground areas around Umeda. Accordingly, we have worked on our study from the perspective of how to accomplish the possibility of the latter in this district.%都市地下空間活用研究会大阪分科会では平成23年度から「安全安心を高める地下空間の利活用についてー梅田周辺エリアを対象としてー」をテーマに検討を進めている·きっかけは平成23年3月に発生した東日本大震災において，東京都を中心に多くの帰宅困難者が発生し，その際に地下空間が一時滞在空間として有効に使われたことである.
