In order to meet the requirements of the State of Tennessee’s Department of Environment and Conservation Commissioner’s Order for treatment of mixed low level wastes,Bechtel Jacobs Company LLC(BJC),and their Subcontractor WESKEM,LLC,evaluated the waste inventory in permitted storage facilities in Oak Ridge and prepared plans for dispositioning laboratory chemicals contained within the inventory.As a result of an accident at the Y-12 Plant in December 1999 involving a shock sensitive superoxide forming chemical,a broader need was identified for evaluating the mixed waste inventory for energetic chemicals,specifically those with capacity to form shock sensitive forms of those chemicals. Following a paper review of approximately 20,000 waste chemicals from the inventory,a list was narrowed to 658 chemical items in 233 containers(includes those in drums and those in small bottles, cans,and vials on shelves)in 12 different buildings at 3 sites meriting further and closer evaluation for possible shock sensitivity.Over 30 months were utilized in planning,establishing safety and process controls,performing calculations,studying lessons learned,where applicable,preparing documents, procuring equipment and supplies,securing and training personnel,performing practice runs,conducting project reviews,and sending notifications to numerous organizations and site personnel.This time frame was also used to negotiate issues with the regulators and to identify and obtain budget needs for the project.Only 178 days were spent actually processing the chemicals. rnFrom June 2002 until September 2002,the project completed processing at the initial site.This resulted in unpacking drums,identifying and evaluating suspect chemicals,packing the chemicals for movement and transport,transporting the items,performing a detailed hands-on evaluation and testing,deactivating those chemicals deemed probable peroxide formers or otherwise sensitive chemicals,and then packaging the treated chemicals for ultimate treatment and disposal.A short period of time was necessary to complete additional site and project specific documents and reviews,then the activity was initiated again at the second site in January 2003,and at the third site in April 2003.The second and third sites were processed in a parallel manner to accommodate treatment of many like chemicals.Processing of the chemicals at the final two sites was completed on September 26,2003.During the project operational phase,the project processed 1,110 chemical items from 232 containers in 178 working days.There were no explosions,no flying fragments or debris,no injuries,and no environmental releases.The project did sustain one brief incident in which a short but intense flame resulted in activation of a fire suppression system that interrupted work for approximately two weeks,during which time the area was restored to operating condition.No injuries were incurred,and other than replacement of the fire suppression system components and cleaning powder and debris from inside a portable treatment unit,no other equipment loss was sustained.In addition,the potential for multiple fire initiating events was identified and addressed in the planning phase of the project.
