For more than 20 years, local birders and nature lovers have visited the evaporatingponds at the City of Henderson抯 Water Reclamation Facility. In fact, over 200species of waterfowl, shorebirds and birds of prey have been catalogued at this site.The City has always welcomed the birds and the people who come to enjoy them; butoperating a wastewater treatment facility and providing habitat for birds often resultedin conflicting priorities. Maintenance of the ponds included removing vegetation aswell as draining the ponds, which eliminated resting and nesting places for the birds.By 1995, the City抯 Utility Services staff, along with the Red Rock Audubon Society,realized that the opportunity to enjoy the birds belonged to the entire public. Thequestion was: 'How do we provide that experience and still treat wastewater?'To answer this difficult question, an operating committee was formed to outline goals,responsibilities and a mission statement for the City of Henderson Bird ViewingPreserve. The Operations Committee represents an ongoing partnership of citizensand government, whose members include City staff, representatives of the Red RockAudubon Society, and staff of the engineering firm Montgomery Watson. Thecommittee formalized a plan for the preserve, and Henderson抯 City Council acceptedand endorsed the plan. Staff then was directed to proceed with a budget,implementation plan and policy development.Prior to the opening of the preserve, a major public education effort was undertakento inform the public of this unique environmental project. Logo development, postersand fliers, folders and brochures, and T-shirts were among the many items used tocreate community-wide interest in the preserve.Now, after 20 years of informal viewing and two years of planning, the City ofHenderson Bird Viewing Preserve is an example of a public/private partnership thatworks to meet the purposes of wastewater treatment while providing habitat for birdsand recreation for all residents of Southern Nevada.
