The project discussed below is part of a critical inter-regional transportation corridorlocated in central Minnesota. The roadway currently exists as a 2-lane trunk highwayand is being reconstructed into a 4-lane, divided highway with associated service roads.The project is a major land use feature in the watershed of several recreational lakes aswell as watersheds for multiple wetland systems. Because of the importance of the lakesand wetlands to the economy of the region, three state agencies, the MinnesotaDepartment of Transportation (Mn/DOT), the Minnesota Pollution Control Agency(MPCA) and the Minnesota Department of Natural Resources (MDNR) prepared ainteragency agreement which set forth as a goal the achievement of no net increase in theloading of pollutants from the new roadway construction. The main focus of this paperis the use of a technical and citizens committees to screen a large number of bestmanagement practices to achieve the stated goal. The primary pollutants of concernsinclude:Total PhosphorusTotal Suspended Solids.
