The Florida Department of Transportation (FDOT) has developed concrete and concrete materials related specifications and guidelines with the intention that they provide maximum durability and protection to the Department's bridge and roadway structures. These protective measures include the environmental classifications of roadway and bridge sites, use of concrete in accordance with its environmental conditions, minimum concrete cover, maximum allowable chloride content, use of pozzolanic materials, blast furnace slag, and corrosion inhibitors. Special mixes are used and special measures are taken to provide the required plastic and mechanical properties especially in hot weather concrete, flowing concrete admixtures and self-leveling concrete. The uses of environmentally safe and locally available materials (such as petroleum coke fly ash, bark ash, Class F fly ash, silica fume, calcium nitrate, ground granulated blast furnace slag, and metakaolin) are allowed as an ingredient in the concrete when proven to provide the required durability and strength. The future concrete related aim and mission of the FDOT are the optimization of concrete material ingredients with their required performance. The development of performance-based specifications and criteria are needed. A thorough study of the modulus of elasticity, creep, shrinkage, and other concrete properties for locally available materials should be studied. The use of nondestructive testing for field performance evaluation should be increased with the intent of utilizing this equipment for acceptance of the concrete. The precast/prestressed concrete, drainage products and ready-mixed concrete plants should meet the requirements of national standards as eligibility requirements for providing concrete or concrete materials to FDOT projects. The FDOT, suppliers, and manufacturers of concrete materials, as well as academic research centers, need to work together to accomplish the future concrete related aim and mission of the State of Florida.
