Evaluation of the windmill demonstration projects of the Flemish Government

The use of wind energy is a possibility to meet part of the Kyoto targets in the Flemish part of Belgium. Studies showed that the potential of wind energy and biomass for 2020 are between 8% and 23% of the total electricity consumption in Flanders. Wind energy can deliver about 75% of this potential. In 2004 93 windmills with a total nominal power of 102 MW and a yearly production of about 95 GWh are installed. In order to promote and stimulate the use of wind energy the Flemish Government funded three on shore windmill projects in the framework of the Energy Demonstration Program. The research company VITO monitored these three projects during a period of one year. The electricity production and consumption, the wind speed and wind direction were measured on a frequent base. The measurements were used for the technical and economical evaluation of each project. The analyses showed very interesting results. All the more because of the fact that the 3 projects differs in power, type of generator, control strategy, height, rotor diameter and geographical location. The paper describes in detail the measurements, the analyses and the conclusions of the one year measurements.
