We describe the first search for the rare kaon decay long lived neutral kaon to two neutral pions, neutrino, and anti-neutrino. This search was performed by the E391 a collaboration at the KEK 12-GeV proton synchrotron. A limit of 4.7x10-5 at the 90% confidence level is set. Additionally, we perform a search for the supersymetric decay mode long lived neutral kaon to two neutral pions and pseudoscalar sgoldstinoup to sgoldstino masses of 200 MeV where we set a limit of 1.2x10-6.; The bifurcation analysis technique for background prediction using data, but maintaining a closed signal box is described. The result is extended to two background sources. Conditions on the applicability under correlated cuts are described. This technique is applied to both a toy model and the background prediction for the searches described above.
