摘要

This thesis will trace the origins of the United States tobacco industry. The historical, medical, financial and legal aspects will be examined culminating with the Master Settlement Agreement.; The Master Settlement Agreement will be shown to not be as successful as first presented publicly. The public presentation of the Master Settlement provided funding for various state governments to enhance their health care programs. The majority of funds provided by this settlement are diverted to other government spending priorities.; The Master Settlement has provided the tobacco industry with a finite cost of settling government claims of responsibility in tobacco health issues. The United States tobacco industry remains profitable and has refocused on foreign markets.
