摘要

Information discovery through this research has proven practical in a wide range of problems associated with management and control of water resources in Salt Lake County. In this dissertation the work was been conducted in three tasks (analysis and characterization of the current and historical conditions, needs, and future outlook of water resources in Salt Lake County Utah, based on population growth, land use changes, and other water relevant issues; use of available economic tools, analysis of the economic value of water use in the urban and industrial sectors of the county, and development of potential scenarios of enhancing water supply to the county, and assessing the economic tradeoffs of these options in overcoming water scarcity of the county) in order to address broad future water supply/demand problems with solutions that have practical implications. Investigated these challenges were using the condition of water resources of Salt Lake County, Utah, which is the most rapidly expanding metropolitan region of Utah. This study area was used to develop a methodology to predict water demand using land use changes and population growth. This information has been used to assess the economic value of domestic and industrial water use in the region and to determine how these values change in the future. Then the work has been extended to analyze the potential supply enhancement scenarios to evaluate their economic benefits in overcoming future water scarcity in the region.; This work focused on characterizing the current and historical conditions, needs, and future outlook of water resources of Salt Lake County based on population growth and land use changes. This work also proposes a different approach of evaluating water resources of Salt Lake County rather than that performed by the Division of Water Resources (DWR). In addition, it uses economics concepts to value water and determine economic benefits that can now be directly incorporated in new water development strategies.; The results of this work strongly suggested that water demand estimates should consider land use and population growths rather than the traditional method of using population growth only. Economic value and benefit of water are important concepts that can be used in evaluating the conditions of water resources under current and future development scenarios. For example, the results showed that conservation and new groundwater development are economically favorable but not sustainable to avoid water deficit.
