Existing competitive bidding models are inadequate for the management consulting industry. This thesis details a heuristic integer programming solution for simultaneous closed bidding situations where non-linear resource constraints have a large impact on costs and the choice of bid levels. Winning bid probabilities are estimated through a logistic regression (LOGIT) technique. Simulation reveals the proposed model yields results that are close to optimal.
