摘要

This volume is a defence of the Bush Doctrine, drawing on historical parallels between Harry Truman and George W. Bush while making distinctions between their respective world systems. Whereas Truman worked in an age of bipolar competition, Bush presides over a hegemonic power in a unipolar system. I examine the restraints and opportunities of each system to highlight the differences in American leadership.; Bush has struggled to develop a grand strategy that allows America to retain its benign superpower leadership. The embrace of new strategies to wage the War on Terror and Tyranny has been controversial, and I examine the record thus far and provide recommendations to ensure the relevance of the Bush Doctrine beyond this transformational presidency.
