Language policies help shape what our world is and will be. This dissertation adds to our understanding of political agency within a district that adopted English-only instruction after California's Proposition 227 was passed. Although presented in the media as a model implementer, the district denied bilingual education waivers permitted under 227. The dissertation examines the strategic use of information through interviews with district stakeholders, specifically administrators, teachers, parents, and community.; According to Stone (1997), information is never neutral. She identified five categories of information (Symbols, Numbers, Causes, Interests, and Decisions) used to secure support and neutralize opposition. Pattern matching analysis (Yin, 1994) indicated that all five strategies were used by stakeholders. The primary strategies were Causes and Decisions. The other strategies were subordinated to these two. Analysis of the remaining data revealed an additional information strategy, Definitions.; The stakeholders interviewed used information strategies in similar ways but supported different positions, from "They can learn Spanish at home," (a Decisions strategy) to "Although there are more Hispanic than Anglo children, they still won't change their [language policy]," (a Numbers strategy). The positions and the roles of each stakeholder group also were analyzed within a socio-ecological framework (Bronfenbrenner, 1979, 2005) using participant observation, literature search, and document analysis (Eisner & Peshkin, 1990). The analysis showed that the system dynamics of 227's implementation were primarily top-down but included substantial (re)interpretation of policy.; The parent participants had the least power and the least variety in strategy use. Although some parents formed a waiver support group which filed a complaint with the California Department of Education, the district continued to deny parents waivers and there were few requests after the first year. Even so,; For [parents] to have at that moment, the pride, the enthusiasm, the confidence to stand up, that sent a strong message to the school board, to everybody, that they cannot make these decisions freely, as they once were able to. (Interview with founder of waiver support group, November 15, 2003).; This case study suggests revisions to Stone's theory and presents district implementation of language policy as an ongoing and political process.
