Hard copy journals have been the mainstay for academicians, researchers, and professionals as a means of disseminating their work to a worldwide audience. With the advent of the information technology age, new ways of delivering data, information, and knowledge have been developed in the form of the Internet, the Web Browser, and the World Wide Web.; The creation of the online journal has brought two factions together. One group involves the writers, authors, editors, and review boards of the online journals themselves. The other faction involves the Web page developers, administrators, graphic artists, and programmers. These two groups must combine their expertise and knowledge to produce a viable, accurate, and reputable product: the online journal.; The process of creating, developing, and maintaining a hard copy journal requires the collaboration of many individuals in a concerted effort to publish in a timely and consistent manner. With the added tasks of presenting the content in a Web-based environment, additional collaborative efforts will be introduced into the publishing process. The researcher is concerned, in this project, with the measurement, performance, and implementation of effective collaboration principles, techniques, and practices within the online journal organizational structure.
