The monitoring of utilities is increasingly being done by wireless communication systems. The monitors are typically in an enclosure whose lid sits flush with the ground. This thesis describes the analysis and design of a waveguide antenna for utility monitoring applications. It is mechanically simple, consisting primarily of an open-ended circular waveguide. A flange at the radiating end sits flush with the ground, acting as the enclosure lid. The antenna is composed of a waveguide, flange, feed, and choke assembled into two main parts, the junction of which allows for some amount of misalignment. The excitation is designed such that the TM01 mode is dominant, resulting in a wide rotationally invariant conical beam. A matching procedure has been developed and is verified with full-wave simulations. A prototype is manufactured and experimentally validated. It is shown that the antenna has many mechanical advantages over current designs, and a viable candidate for the target application.;Keywords: Antenna Theory, waveguide antennas, aperture antennas, microwave antennas.
