This study provides an empirical investigation of the emerging policy frameworks that promote the roles of legislature and civil society in civil-military relations. It uses three research methods: statistical analyses, comparative case study of four countries, and a single case study. The statistical analyses are based on a working dataset compiled from several exiting global datasets. Four developing democracies selected for the comparative case study are South Africa, South Korea, Turkey, and Venezuela. Finally, the single case study is based on the case of Thailand.;Pertaining to the roles of legislature, it is found that the legislature's activities contribute to healthy civil-military relations. The legislative branch is active when it has enough formal powers and when members of the branch possess sufficient political incentives to participate on the issues. Related to civil society, the study finds that its roles in civil-military relations depend on political culture, political participations, and the roles of mass media. Contrary to the role of legislature, the roles of civil society are not necessarily beneficial to healthy civil-military relations and depend on cases, circumstances, and types of issues. In some cases, societal actors may strengthen military subordination, but in other cases they may instigate or catalyze the problems. Nonetheless, members of civil society can, as political watchdogs, contribute to ensuring that military/defense policies are implemented in an effective manner.;The findings have policy implications for those who advocate the roles of the two actors in civil-military relations. It supports the argument that the legislature should get involved in the issue but only when enhancing powers of legislature is not enough. The arrangement has to be made so that members of legislature have enough incentives to participate in military/defense issues. With regards to civil society, the roles of societal actors in civil-military relations have to be promoted with reservations. Civil society can be an effective political watchdog, but its role in making the military subordinate to government can produce results that are either beneficial or problematic.
