Shifting responsibility: The changing social construction of and public response to underage drinking.

According to the National Institute of Alcohol Abuse and Alcoholism (2011) underage drinking constitutes a serious public health and law enforcement issue in the US despite laws which prohibit it. This dissertation examines the changing social construction of underage drinking and the shift in responsibility for addressing the problem over an extended period of time through the analysis of public documents, the perspective of parents, and state social host liability (SHL) laws. I accomplish this through the identification and analysis of claims-makers in the news media and parenting blog entries regarding underage drinking as a social problem as well as the text of laws prohibiting the hosting of underage drinking parties.;I manually examined three data sources in this project through the content analysis of: (1) the text of 27 enacted state SHL laws and statutes which prohibit the hosting of underage drinking parties from 1984 to 2011; (2) 341 news media articles from The New York Times and Newsweek in order to trace claims and concerns about underage drinking; and (3) 133 unique posts by parents to parenting blog websites capturing the parents' perspective.;This project concludes that the assignment of responsibility for underage drinking has shifted from the alcoholic beverages industry to parents who knowingly or unknowingly allow underage persons to consume alcohol in their home. Moreover, while the current enactment of SHL laws impose fines and penalties on parents, claims-makers from the news media and parenting blog samples consistently assigned responsibility for the problem of underage drinking to the alcoholic beverage and hospitality industries as well as underage persons to a lesser extent. This increased legal scrutiny of private acts within the family household has effectively driven underage drinkers out from under the protective gaze of their parents. This paradoxically may create an even greater risk for underage drinkers than the health and social consequences put forth by "expert knowledge" claims-makers.;These findings have implications for sociological inquiries regarding underage drinking and alcohol control policies. From a theoretical perspective, this dissertation advances the application and utility of social problems theory in the examination of an issue over an extended period of time. Additionally, the project sheds light on the use of publicly accessible news media documents and parental blogs as viable data sources for the analysis of claims-making activities in the social construction of problems. At the state level, policy recommendations include adopting more realistic and less punitive approaches to the problem of underage drinking which grant parents increased autonomy within the family household. Such an approach would ideally engage parents in addressing the issue and assist in keeping underage persons within the protective supervision of the family household.
