Rule dynamics: Toward a theory of rule change in organizations.

Rules are at the heart of all human and organizational decision making and action. To add to the understanding of why rules change, I examine structural characteristics that make rule change processes exist. Traditionally rules have been portrayed using mainly static views. Although the static perspective has been extremely helpful in developing understanding of the rote of rules in organizations, it ignores the dynamic nature of rule-change phenomena.; This thesis presents a theory of rule change in organizations grounded in the rules, decision making, management, and organizations literature that articulates an endogenous explanation for the change experienced by systems of rules over time. Drawing on textual and archival analyses and interviews, I develop causal feedback maps to represent the endogenous processes that make rules change. This allows me to propose a preliminary theory of rule change. Two main perspectives associated with the dynamics of rules in organizations are proposed: the design perspective and the emergent perspective. In the design perspective, three dynamic triggers that produce pressures for rule change are identified: the attainment discrepancy, the compliance discrepancy, and the organization-culture discrepancy. In the emergent perspective, three processes are recognized as crucial to the dynamics of rules in organizations: rule-following preferences of individuals, evolving character of rules, and perceived uncertainty.; Next, by looking at three different cases, I test the proposed theory. The first case, exploring best practices in a professional field of knowledge, investigates the links that create rules from comparing current practices to practices recognized as best by benchmarking. Later, exploring the dynamics of performance measurement systems, I formulate a system dynamics model that articulates the rule change theory and, via calibration to match the structure and behavior of the case, empirically validates it. The model, that uses information about micro-decisions and policies associated to the case, provides a reasonable explanation of the operational mechanisms and macro-behavior of main indicators of the case increasing confidence in its validity. Subsequently, by adding the effects of compliance to the rules, the initial model is expanded. Drawing an simulation results, I generate principles about conditions for rules change in organizations.
