Management of pollutants from stormwater runoff will require significant investments by municipalities in the next decade. Conventional approaches are not focused on pursuing efficient solutions to maximize pollutant reduction benefits from that investment. One obstacle has been the lack of appropriate tools to determine efficient strategies.;Two categories of tools developed to address this problem are examined in the context of a case study of Ell Pond, Melrose, MA: a 'watershed assessment' approach incorporating cost-effectiveness analysis (the Urban Subwatershed Restoration Manual), and an optimization-based Decision Support System (the StormWISE model). Initial results demonstrate the limits of both tools. In the case study, neither tool's method for prioritizing subwatersheds for investment produced a meaningful priority ranking. Overall, the watershed assessment tool succeeded in producing a list of management strategies ranked by cost-effectiveness but did not provide a framework for determining the most efficient combination of management practices. On the other hand the StormWISE DSS, designed to provide such a framework, is limited by a focus on distributed on-site structural BMPs as the mechanism for achieving pollutant load reduction. This makes it difficult to apply where a wider range of management techniques is indicated.;Suggestions are made for revising the StormWISE DSS to accommodate a wider range of management techniques. In addition, the preliminary results are used as the basis for recommendations to the City of Melrose for management strategies, further analysis and data collection, and approaches for incorporating efficient strategies into compliance with regulatory requirements.
