Housing policy in distress: Race, religion, and funding success of community development corporations.

The literature on community development in urban areas in the United States during the last three decades argues that non-profit community housing organizations, with assistance from public housing agencies, are filling important niches in municipal redevelopment efforts. At issue is whether current strategies for central city redevelopment and revitalization (with non-profits as major partners) are realistic given (1) the differences in the nature of the housing and neighborhood needs of municipalities, (2) competing development needs of regions and states, and (3) devolutionary trends at the federal level. The major question addressed is whether funds for distressed housing go where they are needed. Using housing, socio-demographic, and expenditure data from Ohio major cities, the study correlates the significance of municipal housing distress with housing expenditure and explores the spatial distribution of housing distress. Thirty-two cities are compared on four major dimensions regarding their levels of housing distress. A multiple regression equation was developed from a set of those variables as predictive of housing expenditure. Utilizing Analysis of Variance (ANOVA), non-profit housing achievement level was tested against (1) non-profit religiosity and (2) minority status of non-profit clientele.; The study finds that housing distress variables are significantly associated. Although cities with high-level housing distress received relatively high levels of housing funds, cities with mid-level housing distress received relatively less funding than cities with low-level housing distress. Housing funds expended in Cleveland, Akron, and Canton were relatively consistent with the level of housing distress within the cities. However, housing distress varied spatially within these three cities. The spatial variation was particularly significant for the Minority (Black) variable. According to the ANOVA model, there were no significant differences in funds received by non-profit housing organizations when categorized by Religion or Minority status of their clients.; The cross-sectional view of inter- and intra-city housing distress underscores the usefulness of the development and application of a “hardship” model as an important preliminary step in the definition and diagnosis of complex urban problems. The findings demonstrate the applicability of Geographic Information Systems (GIS) and economic and geographic models such as the Location Quotient, Moran's I, and Moran's Scatterplot in tract-level urban housing distress analyses.
