This thesis presents first examples of meter-scale plasma density irregularities from the mid-latitude E-region of the ionosphere that develop on tidal ion layers (TILs), which are routinely seen by Arecibo incoherent scatter radar. We show that unstructured VHF radar echoes observed in Puerto Rico between 90 km and 100 km are a consequence of the gradient drift instability acting on the sharp edges of the tidal ion layers by a combined process of primary and secondary waves. Observations indicate that these irregularities are diffused through the radar beam in the zonal direction, suggesting zonal scale sizes on the order of a few kilometers or less.; Regarding quasi-periodic layers detected above 100 km in Puerto Rico, our observations show that descending signatures can be explained as the consequence of descending plasma layers that are being dumped at lower E-region altitudes due to the action of gravity waves. Overall, a striking result is the lack of QP echoes in the Puerto Rican sector compared to other mid-latitude observation sites. Finally, we conclude that current QP models contain the right ideas to account for QP signatures, but our data strongly suggest that one model is not sufficient to explain different QP events.
