Identity and international relations: Turkish foreign policy in the post-World War II era.

Political realism has dominated international relations theory for a long time. According to realism, the international politics will always consist of self-regarding states seeking to maximize their relative gains in the system and anarchy is the ordering principle of the system. In this anarchic world, states have egoistic identities exogenous to the system. Since states seek for their self-interest in their relations with others in the system, cooperation is hard to achieve.; Constructivists, on the other hand, the fundamental structures of international politics are social rather than material; and these structures shape actors identities and interests. In constructivism, states develop their identities in accordance with the nature of the interaction. In other words, while negative interaction leads to the formation of egoistic identities, positive interaction will help states form collective identities, thus paving the way for cooperation.; By using constructivism, this dissertation develops an interactive model of international relations. It argues that states form their identities before systemic interaction, and these identities inform them who is friend and who is enemy. In this sense, state identities are exogenous to the system. However, once states start interaction with others, depending on the nature of interaction, they may either keep the previous identity or change it. In this sense, the new identity then becomes endogenous to system.; Turkey constitutes a unique case study to test the validity of the constructivist approach in accounting for international relations. It is located on the borderline between North versus South and East versus West and holds a special place among different civilizations: Muslim Middle Eastern and the Western. These geographical and cultural characteristics led to the emergence of three distinct identities whose influence have been felt on Turkey's foreign policy preferences and behavior: European, Muslim, and Turkish. This dissertation argues that Turkey's foreign policy in the post-World War II era has reflected the domestic struggle among these three distinctive identities.
