Explaining Ukrainian export control system development: State building and international cooperation.

This study assesses both the status of efforts to construct a nonproliferation export control systems in Ukraine and the utility of four international relations approaches in explaining the export control development. By examining the driving forces behind the development of nonproliferation export control policies, practices, and procedures in Ukraine, we come to better appreciate what is prompting Kyiv to address the potential leakage of weapons and weapons-related items from its territory. In particular, we can ascertain the importance of varying factors, such as security threats, democracy, identity, material inducements, and domestic politics, for explaining the development of nonproliferation policies.; Concerning this study's specific findings, the Rational Institutionalist approach in tandem with Liberal Identity best explained export control development in Ukraine. Three of the four behavioral expectations derived from the approach (cost/benefit calculations; transaction costs/uncertainty/future reciprocity; and material payments) were found to have been important factors affecting export control development in Ukraine. Access to Western markets and Western technology also proved to be a key incentive motivating Ukraine to develop export controls.; In a practical sense, this study highlights the various factors that contribute to general export control development in Ukraine. The material costs and benefits associated with, and the inducements or side payments received for, export control development were important considerations motivating Kyiv. Moreover, a growing "sense of community," positive, non-material, or value-oriented interaction with Western liberal states, and efforts to implement democratic reforms greatly affected Ukrainian interest in, and support for, export control development.
