During the early 1990s, supranational direct satellite broadcasting was introduced to East Asia using a conventional telecommunications satellite called AsiaSat. This caused considerable concern among the members of the Association of Southeast Asian Nations (ASEAN). This study investigated the unilateral and multilateral actions taken by the members of ASEAN during this period. It was postulated that through the ASEAN organization, consistent what Michael Haas has termed "The Asia Way," that cooperative efforts would occur. Under ASEAN, the member states proposed and worked toward an ASEAN satellite channel. Unilaterally ASEAN reaction was categorized as being either denial, acceptance, promotional, or some combination. The ASEAN states transitioned through two or more stages during the period under study. Foreign satellite broadcasting itself was revealed to be something of a paper tiger.
