摘要

This Master's Degree Project (MDP) investigated energy situation in Tanzania. It proposed strategies desired to reduce foreign exchange spending on oil imports and to protect the environment through energy efficiency, environmentally benign energy sources and energy conservation. The study also proposes measures desired to improve electricity availability for industrial development and growing household sector in both urban and rural areas. The study utilizes three major concepts: sustainable development, Integrated National Energy Planning and appropriate technology. Recommendations are provided to improve the energy situation in Tanzania. These recommendations are: (1) the government should adopt the use of natural gas in vehicles when natural gas from Songo Songo gas field becomes available; (2) the government should stress energy audits and implementation of energy efficiency programs in major industrial plants; (3) the government should formulate policies that provide incentives to companies' and individuals' performance in improving energy efficiency, conservation and utilization of local resources; (4) the government should improve international co-operation with other countries on technological aspects and data exchange; (5) the government should promote efforts to reduce demand for biomass fuel; (6) the electricity tariff structure should be changed to reflect the real cost of supplying electricity; (7) hydros should be considered for future electricity supply expansion and focus should be on small- to medium-scale plants; the success of these strategies lie on the commitment to implement and availability of financial resources. Also important are monitoring and evaluation programs to ascertain the success of the strategies.
