In the US, Freedom of Information (FOI) laws govern our rights of access to public records maintained by governmental agencies. While all 50 states have FOI laws, only 8 provide an external appeals process when requests for information are denied. For more than 30 years, Connecticut's Freedom of Information Commission (FOIC) has been at the forefront of the external appeals model, referred to in this study as the Commission model. This model is intended to strengthen FOI rights by including citizens in the decision process.This study explores the Connecticut approach, which contrasts with those of other states because of its well-established appellate process, its accessibility, and the length of time it existed. While the literature on this model reflects the conventional wisdom from advocates as well as practitioners, citizens are the users of the process and the officials are the first-line implementers. The study seeks to gather the experiences of these individuals in order to determine how the institution is functioning to meet citizens' requests. The primary research questions are (1) How is the Connecticut Freedom of Information Commission (FOIC) functioning to meet citizens' need for access to government information? (2) What are the strengths of the Commission model in facilitating access?The research approach involved interviews with 5 Connecticut FOIC officials and 20 citizens who have used the FOI appeals process in Connecticut. Findings reinforce the critical role of the FOIC in facilitating the appeals process and ultimately fulfilling requests for information. The study concludes that through the FOIC, the State of Connecticut has made an important contribution to the health of its democracy by rendering public information more accessible and making government more transparent and accountable. However, this model, as with any other law or institution of public policy, is not without challenges arising from its implementation despite the years of existence of the Commission.
