Emergency planning, warning and notification for disaster: A descriptive case study.

摘要

A study was conducted to show that inadequacies may exist within emergency planning, warning and notification in the event of a disaster. The study included several different planning, warning and notification methods. Two case studies were examined in depth: Xenia, Ohio and Dearborn, Michigan. Xenia was struck with a tornado in 1974, and has since then taken a proactive approach to emergency management. Dearborn, Michigan has a plan in place and methods of warning and notification for its citizens in the event of a disaster. Although the Dearborn Fire Chief states, "No plan is perfect; no plan is model," it is important for a jurisdiction to make an attempt to be "model" and continually strive to uphold the highest standards in emergency management. It was concluded that cities must be prepared to act in the event of a disaster, through proper planning, warning and notification.
