Scope and method of study. During the spring of 1993, a Delphi study of 24 administrators and vocational instructors in comprehensive high schools and area vocational-technical schools in Oklahoma was conducted to determine the types of products and services which they felt should be provided by the state vocational education agency to enhance program quality. The list generated by the Delphi panel was disseminated to a proportionate stratified random sample of vocational instructors and administrators in comprehensive high schools and area vocational-technical schools to determine how critical those listed products and services were to effect program quality.;Findings and conclusions. The Delphi panel generated a list of 106 unduplicated products and services. The list was decreased to 81 products and services through a pilot test process. Means and standard deviations were obtained for the overall group and the four subgroups. The overall means reflected the instructors' responses since they comprised the majority of the survey sample. Therefore, interpretation was discussed based on subgroup means. A factor analysis was performed to cluster the products and services for easier interpretation. Sixteen factors were computer-generated. Of these sixteen factors, ten factors had loadings of three or more variables: instructional materials, computer support, career counseling, forms/guidelines, special populations, leadership skills, communication, planning, equipment, and incentive assistance. Using a Kruskall-Wallis H test, the researcher found that there were significant differences between the response groups on six of the ten factors: instructional materials, forms/guidelines, leadership skills, communication, planning, and equipment. A Mann-Whitney U test showed there were significant differences among the mean rankings of the four subgroups. Recommendations for practice and research were made.
