THE EFFECTS OF GOVERNMENT POLICIES ON PRODUCTIVITY AND THE ADOPTION OF AGRICULTURAL TECHNOLOGY IN SELECTED SUB-SAHARA AFRICAN COUNTRIES.

Scope and Method of Study. The primary objective of this study is to examine the effects that government policies--macroeconomic, food, and agricultural--have on productivity and the adoption of new technologies in agriculture in selected countries in sub-Sahara Africa. Fertilizer consumption and tractor consumption are used as direct measures of technology adoption, while productivity measures of labor and yield per hectare are used as indirect measures for technology adoption. There are also biological factors that influence technology adoption. Correlation graphs of population density and various technology indicators are used to establish the existence of a need to adopt new technologies in agriculture. Time graphs and a regression estimation of a Cobb-Douglas type production function are used to establish a relationship between output and increased use of technologies.;Findings and Conclusions. Many factors affect or influence the adoption of new technologies in agriculture in sub-Sahara Africa, and governmental policies comprise one set. The governmental policies alone cannot fully explain the rate of adoption. However, because of heavy government involvement in agriculture, especially in the cash crop or export crop sector, governmental policies can cause some distortion, especially in prices which affects the rate of adoption. Results from the correlation graphs and tables support the hypothesis that there is a relationship between indicators of technology adoption and output, thus supporting the need for government policies that facilitate technology adoption in agriculture. Results of the regressions did not support the hypothesis of output increasing as inputs increased, mostly because of poor data and other variables like weather and government policies which were not included in the model. Traditional (using only the hoe and machete) and modern (using advanced technology) farming systems operate side-by-side without influencing each other. There is need to diffuse knowledge of modern farming technology to traditional farmers. While government policies alone may not explain why technologies are not being adopted, the institutional arrangements are very important in influencing farmer circumstances to adopt.
