A methodology to be used by water resources planners and managers to evaluate water storage strategies for water supply and hydropower of a river basin is presented. The methodology consists of a series of three computer models to be applied independently or sequentially as the situation requires. The models have been developed to be easily used by planners and managers with minimum knowledge of computer programming technique.;The second model is a screening model used to determine the optimal locations and sizes of reservoirs in a river basin for water supply or hydropower based upon minimizing total reservoir construction cost. This model is a modification of water supply screening model developed by Fontane (1982). The model employs a dynamic programming technique to determine storage strategies for a range of possible future water or energy demands. In the case of hydropower the user has the option to perform the screening procedure in a traditional way where the configurations obtained from the optimization will be further refined by the third model or with a combined optimization-simulation approach where the configurations obtained are already feasible and optimal. The combined approach has a simulation process nested within the optimization procedure. This simulation process is used to refine possible configurations before they are optimized.;The third model is a simulation model developed to refine the hydropower configurations produced by the screening model in a traditional way. Refinements are not required for the water supply configurations since the configurations are already feasible and optimal.;Two case studies are presented illustrating the value of the methodology in determining water storage strategies.;The first model is a data preparation model which is used to create a data file required in the second model, a screening procedure. The essential part of the data preparation model is a simulation model used to determine the relationship of reservoir firm yield or energy and reservoir storage for any potential site in a basin.
