A procedure is presented that selects the most economical and yet reliable method of establishing horizontal geodetic coordinates on remonumented public land survey corners.;The basic components of and justification for the multipurpose cadastre have been thoroughly discussed and outlined by several recent National Research Council reports. However, implementation guidance for specific jurisdictions was limited in these reports. The overall cost model should be an effective positioning technology selection tool for managers of evolving multi-purpose cadastres. This tool is applicable to any public land survey system area for which input data has been properly selected.;Specific 1983 public land survey corner positioning costs are generated for Dane and Rock Counties in Wisconsin and Washington County, Arkansas. The capabilities of the five different positioning technologies are outlined with respect to areawide control densification applications. The equipment purchase thresholds of these technologies were also investigated. For certain public land survey corner positioning applications the value of several existing horizontal geodetic survey control point densifications was found to be limited. Finally, several long term implications of modern positioning technology on evolving multipurpose cadastres are presented.;The implementation procedures associated with five horizontal geodetic control survey positioning technologies were modeled for cost. The Doppler satellite, inertial, high precision photogrammetry, Global Positioning System and ground surveying cost models were combined to form the overall horizontal geodetic control survey cost model. While applicable to almost any areawide control point network having uniformly spaced points, the overall cost model was primarily used to evaluate the costs associated with establishing control on remonumented public land survey corners. Establishing the geodetic positions of these corners may lead to an effective correlation of the legal property boundary overlay to the geodetic framework within a multipurpose cadastre.
