Statement of the Problem. This abstract is a study of the Project in Lieu of a Dissertation and not of the Safety Manual itself. The manual itself is abstracted in the Appendix of this document. This study identifies that there was no standard safety manual available to the Woodward Governor Company. During the preparation for this project, an extensive search was conducted for the availability of a standardized safety manual for the Woodward Governor Company. The author was not surprised that safety manuals existed, but they were formatted for the specific use and safety policies of the organization for which they were designed.; Procedure. An extensive review of available literature and publications was conducted. A determination was made that there was a limited amount of information available on safety manuals.; To obtain specific data for the safety manual and design it for the company's use, the author had input from the organization's (Woodward Governor Company) safety professional, safety committees, management, safety professional in industry, and library resources. In addition, the author studied other methods at several industries with safety programs.; A general topical outline was developed which included: organization, responsibilities, enforcement, conduct, clothing, housekeeping; reporting accidents; personal and environmental protection; materials handling and lift trucks and hoisting equipment. Also included were sections on eye protection; welding and cutting; compressed gas cylinders; compressed air tools and equipment; fire extinguishers and fire protection; office work; and departmental safety rules and safe work practices.; Design of the Safety Manual. The finished safety manual (Appendix A) consists of approximately 130 pages and is divided into three sections. The initial section (General Section) covers safety rules and safe work practices that apply throughout the company. The departmental safety rules and safe work practices apply specifically to a particular department. The data section consists of data that is applicable to material handling in the general section and is designed to specify good practices when material is handled.; Recommendations. The following recommendations should be followed before undertaking the extensive task of developing a safety manual: (1) The organization(s) should ensure that the development of a safety manual will lessen accident occurrences and that it will help enforce the safety rules and safe work practices. (2) The manual should be well written and illustrated. (3) Consideration should be given to other organizations with safety manuals to prevent the reinvention of the wheel. (4) If an almost suitable safety manual is available, try using the safety rules and safe work practices and adapt them to the organization's format as applicable.
