The purpose of this study was to determine to what extent educational specialists associated with the secondary school teacher preparation program in Kuwait perceive that the program teaches modern values. The study population consisted of 28 secondary school principals, 112 secondary school teachers, 15 secondary school supervisors, 20 university administrators, 15 educational specialists in the Kuwaiti Ministry of Education, and 20 Kuwaiti businessmen.;An analysis of the data revealed that occupation was not a factor of significant statistical difference in the respondents' perceptions of modernization in the four areas and that age and sex of respondents led to no significant statistical differences in perceptions of modernization in the areas of technology, women's issues, or openness to new experiences, although these factors did have an effect on perception of modernization in the area of religion.;The instrument used in this study was developed by the researcher, who relied on three main questionnaires which dealt with the concept of modernization and which were the basis of separate studies conducted in other developing countries. The final form of the instrument included 41 questions covering four main areas: technology and science, women's issues, openness to new experience, and religion. A one-way analysis of variance was used to process the data. The Scheffe procedure was applied when a significant difference was found among groups.
