Weapons of the Weak and African Politics: Protests and Resistance in the Niger Delta Region of Nigeria.

This dissertation investigates the oil crisis in the Niger Delta region of Nigeria. The theoretical framework is based on the 'weapons of the weak' construct developed by James Scott which is built upon the broader perspective of the State-Society discourse. It argues that the weapons of the weak are a way by which the government can be made to respond to the needs of society despite how strong the State may appear.;The major research questions of the study are: what is bunkering and its consequences as a major weapon of the weak, and why are the programs of State and non-State actors ineffective in dealing with bunkering and other extra-legal activities in the Niger Delta?;The use of a triangulative methodological approach employs both numeric and non-numeric data. Data was collected from civil society and oil company representatives, academia, and State officials about the nature of bunkering, its short-term and long-term consequences on the economy and society, and the impact of State and non-State initiatives dealing with the effects of bunkering on the society.;The results show that although bunkering has some benefits, it is not an optimal strategy because of the waste of life and property. The under-estimation of the waste associated with bunkering understates its real effects on the economy and the political society. Thus, those culpable should be held accountable for the damage caused to the ecosystem, political and social economy, irrespective of the rationale for their participation. The practice of bunkering by the population and some members of the State authority nonetheless appears to be a vehicle used to navigate the social and political classes in Nigeria.;The findings also show that State and non-State programs are not as ineffective as expected, and thus there are other factors that must explain why these programs are not meeting the needs of the people, an agenda left for future research. The 'absentee' State should regain control of its ability to penetrate the nooks and crannies of the society in order to merge the gap between State and society and prevent opportunities for the creation of informal economies.
