Baltic Energy Cooperation: A Power Transition Perspective A final project submitted to the Faculty of Claremont Graduate University in partial fulfillment of the requirements for the degree of Political Science and Economics.
This study seeks to explain lack of cooperation in the energy sector between Estonia, Latvia, and Lithuania despite the strong rationale for cooperation due to the Baltic states' efforts to reduce Russia's energy leverage in the region. It draws on the insights from Power Transition and Hegemonic Stability theories and focuses on distribution of power and status quo satisfaction as key determinants of cooperation. The study employs quantitative and qualitative approaches to analyze the broader Baltic region and finds that the likelihood of successful energy cooperation increases among states with different capabilities and compatible preferences.
