Excess pharmaceuticals are showing up in many unintended locations. Pharmaceuticals are being consumed by people, whether intentional or in error, for whom the medicine was not prescribed. In many states pharmaceutical abuse deaths are exceeding those of illicit drugs. Pharmaceutical compounds have also been increasing in rivers and streams. The White House Office of National Drug Control Policy changed its policy in 2007 to recommend mixing pharmaceuticals with coffee grounds or other undesirable items before putting them in the trash. The EPA suggests using a consumer take-back program, but offers no guidance, and recommends contacting local authorities for more information.; This thesis explores how states are addressing this problem by examining current policies in Maine and Washington. The analysis will include how state policies are developing, the obstacles they face, funding mechanisms, and implementation issues. The overall goal is to provide an in-depth guide to policy issues for legislators in other states considering the issue of household pharmaceutical waste.

Uruguay is a net exporter of primary products and a net importer of oil.
