Counties of the primary political zone have had distinction of hierarchy from the Qin and Han dynasties.The criteria to distinguish hierarchy included size of population, differences of taxes number,complexity of administrative affairs and importance of geographic location.Al of these were to facilitate the administrative management.After the establishment of Tang dynasty,many systems of Sui dynasty were inherited and the inheritance had its own advantages and disadvantages.As direct official of the herdsmen,the county sheriffs ( Xian Wei) had a fixed number in the early Tang dynasty while the number was reduced because of downfal of states and counties during the period of Rebellion of An Lushan and Shi Siming in the reign of Suzong and Daizong.In the late Tang dynasty,as economic development was be-coming stable gradually,the central government made appropriate adjustments to the system of county officials once again.
