The weak ecological environments are ecological elements, it play an essential role in the overal ecosystem, The weak ecological environments play a special role in an ecosystem, but it restricts the development of towns. With our country has placed great importance on ecological environment, the space arrangement of settlements under the environmental limits are very important. This paper focuses on the typical wetland, it researches water environment capacity of drainage basin with relevant indexes of polutant discharge and the total polutant emission, and find that population in the region overload badly. This paper puts development strategy of ecosystemimmigrate for development problem of settlements from the view of protecting ecological security pattern, we can coordinate their conflicts through discussion instead of ecological environment and the development of vilages and towns.%生态敏感区是对区域总体生态环境起决定作用的大型生态要素，生态敏感区除了具有生态作用外，还制约城镇的发展。随着国家战略对生态环境系统重视力度的提高，基于环境制约视角下的居民点空间发展布局也愈发重要。以白洋淀区域这种典型性的生态敏感性湿地环境为案例，通过污染物排放指标法和污染物排放量两种方法对白洋淀地区水环境承载力进行研究，发现研究区内人口严重超载。从保护白洋淀区域的生态安全格局的角度出发对居民点空间发展问题提出生态移民的发展策略，以协调好生态环境和镇村发展之间的矛盾。
