Ecological environment around the Pearl River estuary wil be the most important element for constructing a world-class city group. In order to construct a high-quality life circle around the Pearl River estuary, the Pearl River Delta shouldn’t folow the old routine which is to develop economy by sacrificing the environment. It should develop low-carbon economy, improve city quality with law-based green governance, realize the transformation of economic growth mode and successfuly establish a resource-saving and environmental friendly smart city.
